The Philippine Consulate General in Agana, Guam consul Ricardo Aragon, meanwhile, explained during an interview during the mobile outreach mission the difference between the PCG and MWO.

He said the PCG in Guam provides consular services such as Philippine passport processing and distribution, civil registration, dual citizenship, and national assistance. PCG is not only doing the service in the CNMI, but includes the Federated States of Micronesia and the Marshall Islands.

The MWO, on the other hand, is under the jurisdiction of the Philippine government’s Department of Labor. The MWO also functions under the Philippine Department of Migrant Workers in Washington, D.C., which is attached to the Philippine embassy while the MWO for Guam’s jurisdiction is in Los Angeles.

The MWO is the overseas operating arm of the newly-created Department of Migrant Workers and is tasked to protect the rights and promote the welfare of overseas Filipino workers.
