Dr. Artemio Hernandez joins APAFS board of governors
HAGATNA, Guam—The Asia Pacific Association for Fiduciary Studies is pleased to announce that Dr. Artemio “Ricky” Hernandez, treasurer and Investment Committee chairperson of the Government of Guam Retirement Fund, has joined the APAFS board of governors. He will assume the position of board chairman in completion of the term of Dr. Wilfred Leon Guerrero, who has left the APAFS board as his term on the GGRF board ended.
Hernandez has been a trustee with GGRF since 2019 and was elected treasurer and Investment Committee chairperson in 2020.
Hernandez is the deputy executive manager of the A.B. Won Pat International Airport Authority, Guam. He is also an adjunct instructor of Accounting and Public Administration at the University of Guam having taught for over a decade in both undergraduate and graduate programs. He serves as the UOG president-appointed board member for the Research Corporation of the UOG board of directors as one of its longest serving members and the Supreme Court of Guam Justices-appointed public member and Tteasurer for the Commission on Lawyer Regulation.
Hernandez was previously the deputy administrator for the Guam Economic Development Authority where management of the public financing and bond issuance activities of the government of Guam is entrusted. Prior to GEDA, he was the director of the Guam Legislature Office of Finance and Budget having been appointed by the late speaker Vicente “Ben” Cabrera Pangelinan and Speaker Benjamin J.F. Cruz, serving in the office for over eight years. His commitment to public service earned him the recognition of being selected to the inaugural 2020 Council of State Governments National 20 Under 40 Leadership Award, which featured 18 elected and two appointed government officials from around the United States.
Hernandez is a graduate of the University of Guam with a Bachelor of Business Administration in Accounting and subsequently received his Master of Accounting from the University of Hawaii at Manoa and his Ph.D. in Business from Capella University. He is an Accredited Investment Fiduciary® (AIF®), a Certified Government Financial Manager (CGFM), an American Association of Airport Executives (AAAE) Certified Member (C.M.), an International Airport Professional (IAP) having completed the Airport Management Professional Accreditation Program, and Guam’s first Certified Public Procurement Officer (CPPO).
Hernandez joins a distinguished group of 16 fiduciaries of institutional funds from throughout the Asia Pacific region on the APAFS board, to include Dr. Patrick Tellei, president of Palau Community College, APAFS board vice chairman; Anna Mendiola, AIF®, president, FSM Development Bank, APAFS board secretary; and, Raaj Kurapati, AIFA®, executive vice chancellor and COO for the University of Tennessee Health Science Center, APAFS board treasurer.
APAFS (www.apafs.org) is a Guam-based 501c3 association whose membership includes institutional investment funds throughout the Pacific region. Its mission is to promote prudent stewardship and leadership through fiduciary education and to lead advocacy efforts on behalf of its membership. The organization recently celebrated its 22th anniversary. Annually, APAFS hosts a week-long educational conference in Manila. Notable keynote speakers have included, Fareed Zakaria (CNN host and commentator), Mark Mobius (former executive chairman of Templeton), and Marc Faber (author and Swiss investor living in Thailand).
