Officials reminded on protocol
Legislators and other government officials are called to direct any communications regarding the Northern Marianas College to its Board of Regents and not to the president as commonly practiced.
Rep. Karl T. Reyes, a former member of the Board of Regents, made this call to his colleagues in the legislature and key officials in observance of proper protocol.
Past concerns were issued directly to NMC President Agnes McPhetres. This placed the board in an awkward position when they should be acting as the people in charge.
“If the legislature wants anything from NMC, its members should be calling for the Chairman of the Board of Regents. It should not be going through the president and its administration because both are being run by the Board of Regents,” he said in an interview.
However, the president and her administration do furnish the board with additional data upon the request of its members. For instance, school officials prepare NMC’s annual reports, he added.
“The problem with the legislature is that every year, if you are not a member of the Health, Education and Welfare Committee, you don’t have any inside information on what happened the year before,” he said.
For this year, HEW Chairman Heinz Hofschneider is getting all the information about NMC. However, when the 12th legislature comes in, the new chairman starts again from scratch.
“It is incumbent upon this legislature to carefully check the records in our library and all other information available during the previous years,” he added.
