Probe fake merchandise, too

Saipan is concerned about the tax, but what about the cards themselves? I live in Japan, and it’s hard to get a long distance card other than from 7-11 stores, why? The government banned almost all international calling cards because there were so many functional, phony cards. Now look at the cost of cards in Saipan, very cheap and are they phony? Fake software, cassettes, VHS movies are rampant there, and phone cards are a very strong possibility.
