Teno set to appoint Demapan as chief justice

Gov. Pedro P. Tenorio is expected to announce this week the nomination of Superior Court Associate Justice Miguel S. Demapan as Supreme Court chief justice, as well as the new chairmen for the Board of Public Lands and the Commonwealth Utilities Corporation Board.

According to sources from the Capitol Hill, the governor will likely pick Demapan to replace former Chief Justice Marty W.K. Taylor, who retired last December from government service.

Although Associate Justice Alexandro C. Castro has the edge being senior than Demapan, the latter is believed to have won the votes of the members of the Senate who have to confirm him to the post as provided under the Constitution.

In an interview on Friday, Tenorio neither confirmed nor denied the report which has been floating for several weeks now, but said he would be appointing new people this week.

“I would be submitting to the Legislature the names of board members of CUC and BPL for confirmation by the Senate and for their consideration,” the local chief executive said.

These appointees will replace the seats left vacant with the departure of former BPL chair Tomas B. Aldan, who left the board last June 4 after his two-year term expired, as well as with the resignation last week of CUC chair Juan S. Dela Cruz, who had expressed desire to devote more time to his job at Saipan Stevedore Company.

There are no likely candidates for these positions, although Tenorio has earlier backed Aldan’s nomination to the public lands if the Senate will agree to confirm the outspoken bank executive.

Meanwhile, senators are expected to confirm the nomination of CUC board member Laura I. Manglona in a scheduled session today. She has been a director of the government-owned utility firm, representing Rota.
