30 months for man who raped step daughter
Superior Court Associate Judge Virginia S. Onerheim has sentenced to 30 months imprisonment Jose Pinaula Rios without any possibility of parole after he pled guilty to one count of sexual abuse of a child.
Judge Onerheim also placed Mr. Rios, 56, under probation for five years, ordered him to perform 375 hours of community service and compensate the victim including the cost of counseling session.
Mr. Rios, who raped his 14-year-old step daughter, was directed to undergo intensive counseling.
Judge Onerheim said the 30 months imprisonment she imposed on the convict should provide Mr. Rios enough time to reflect on the crime he has committed. She emphasized that the traumatic incident has resulted on the loss of the child’s innocence which will have great effect on her future.
The victim’s mother said she has been supporting the family for a long time now, holding two jobs just to feed her three children. She brought her two daughters from her previous marriage in the Philippines to live with her new family in Saipan in 1998.
Barely one year since the arrival of the children from the Philippines, the eldest daughter was raped by Mr. Rios.
In recommending the jail term for Mr. Rios, Assistant Attorney General Ramona Manglona said the future of the child has been destroyed as a result of the incident and nobody knows when the young girl will be able to recover.
