Troops ordered to identify freedom fighters
PORT MORESBY, Papua New Guinea (PINA Nius ) — Papua New Guinea Defense Force troops deployed at the border with Indonesian-ruled West Papua have been ordered to identify Papua New Guineans actively engaged as West Papuan freedom fighters (known as the OPM).
They have been told to consult with the police to make arrests.
This was revealed in a confidential document titled “Rules for Operation Lukautim Perbatasan” (Rules for Border Operations) following clashes between the Indonesian military and West Papuans on the other side of the border.
The document warns soldiers that some Papua New Guineans living in the border area may be OPM supporters.
It further cautions: “Remember they are our own people. Respect our people but be firm in letting them known that it is against the law of PNG for people to do anything that will not be good for the security of the nation, e.g. their actions will affect our relationships with Indonesia. PNG cannot afford to strain her relations with Indonesia.
“If you identify Papua New Guineans who are actively engaged as OPM fighters, consult with the police to make arrests. Do not take over the job of making arrests.”
The document further specifies what action the soldiers must take in relation to West Papuan freedom fighters.
