The penalty of $200,00 is illegal given Azmar’s seeming self-proclamation as the final arbiter in the disposition of CNMI historical properties. To attempt circumvention of law via a contractual agreement is a tale of its intention to exploit artifacts on Pagan for profit.

Azmar’s intention would be in direct violation of the CNMI Constitution. Sir, no one is above the law and there are no exemptions either. It includes you and your group.

We’ll fight you tooth and nail to protect to the spirit of our ancestors in these islands. Our children deserve nothing less!
