DPW to open bidding for pathway extension

The Department of Public Works will soon release a bid bulletin for the extension of the Beach Road pathway from the Puerto Rico dump along Middle Road all the way to the harbor, according to DPW Secretary Juan S. Reyes.

This project is phase four of the plan reported last year to expand the pathway from the American Memorial Park to the Saipan seaport, which would extend the pathway by about 1,400 meters.

The project’s design, submitted by Henry K. Pangelinan and Associates Inc., has been completed, according to Reyes, and a bid bulletin for the construction of the project will be published possibly within this month.

“Hopefully, we can put [out] the announcement by this month,” said Reyes. “We completed the design by Henry Pangelinan and Associates for the price of around $80,000 for the design.”

The design includes the lighting of the pathway, while landscaping execution will be done by DPW.

Reyes said that project should ideally be finished in six months once bidding is published and the winning bidder has been declared.

This project, he said, will provide easier access to people going around the island. “There’s a lot of ships that come here,” said Reyes. “These people are part of tourism, they really help our economy and making the pathway accessible to them will help them walk to the Garapan area.”

The DPW has already obtained permits to execute this project, on the Coastal Resources Management Office’s condition that it will include the implementation of dust and earthmoving control measures during construction work. The taking of sand, gravel, or other aggregates from the beach or near shore areas is also prohibited.

The permit also directs the DPW to coordinate with the Commonwealth Utilities Corp. on the location of all buried utility lines to ensure that construction work would not interrupt with utility services. The permit also allows the CRMO director or his designee to conduct ocular inspections at the project site during construction.
