Municipal council recognizes David Borja

The 8th Saipan and Northern Islands Municipal Council recently adopted a resolution congratulating and commending Dr. David Muna Borja for being the first Chamorro of Northern Marianas descent to receive a doctorate degree in Business Administration from California Coast University.

Borja was born on May 21, 1954, and is the son of proud parents Gregorio Flores and Catalina Tudela Muna Borja of San Vicente, Saipan. Borja is the husband to Karen Lawson Borja and father to Gregory Pat, Anmari Jo, Christina Gannon and Andrew Lewis.

Borja attended elementary school at Mount Carmel (1-3) and Tamuning (4-6). He graduated from John F. Kennedy High School on Guam. He received his bachelor’s degree in Mathematics from the University of Guam, 1972-1975; master’s degree in Management and Supervision from Central Michigan University, 1979-1980; and a doctoral degree in Business Administration from California Coast University, 1999-2002.

Borja is a graduate of the U.S. Army Command and General Staff College, 1987; U.S. Army Command and services staff school, 1984; U.S. Army Engineer Officer Advance Course, 1981; and U.S. Army Engineer Basic Course 1977.

Borja is currently the Associate Commissioner of Administrative Services with the Public School System. Before this, he was principal, Hopwood Jr. High School, July 1995-September 1996, July 2000-January 2004; classroom teacher, Marianas High School, August 1994-July 1995, September 1996-July 2000; Engineer Officer, U.S. Army, July 1997-July 1994; and Regular Soldier, December 1976-June 1979.

Borja’s military duty active record with the U.S. Army involved training of soldiers and college students included; Battalion Executive Officer, July 1992-July 1994; Assistant Professor of Military Science at California State University, July 1994-July 1997; and Company Commander, August 1982-April 1984. Borja retired from the U.S. Army with the rank of major on July 31, 1994.

Borja’s professional associations includes the National Association of Secondary School Principals and Military Officers Association. He was also a teacher representative, CNMI Board of Education, 1997-2000.

“The members of the Municipal Council and the people of the CNMI join the family members of [Borja] in extending him special recognition, congratulation and commendation for his educational accomplishment and for returning to the CNMI to continue to render his professional expertise to the Public School System to strengthen and enhance continued growth and improvement for and in the interest of the students,” part of the resolution reads.

The resolution was certified by municipal council chair Gregorio V. Deleon Guerrero and vice chair David A. Indalecio and attested by secretary Antonia M. Tudela.
