RFPs for GHLI stalled

The NMI Retirement Fund’s separate requests for proposals for its Group Health and Life Insurance Program remains in the balance pending submission of complete data.

Fund administrator Karl T. Reyes said the agency has received two proposals for the life insurance program, but instead of closing the RFP on April 29, it moved the deadline to May 9.

“Everything is put on hold because some of the information that these proposers need have yet to be gathered,” he said.

He said this information includes the exact number of employees in each agency.

As for the health group insurance, the Fund has yet to receive complete data submission from its lone proposer, Select Care.

“We’re working with one proposer. We’re still waiting for them to answer the additional questions we asked them,” he said.

He said Select Care is given until next week to finish its report.

In the meantime, Reyes said, an in-house committee cannot make a final recommendation for the board’s approval on the health insurance program issue.

The board would decide whether there is a need to issue another RFP for the group health insurance program.

The government hopes to implement a cafeteria-style program for the health insurance to give members a chance to choose their preferred packages. This approach is part of the plan to fully privatize the government’s Group Health and Life Insurance Program.

Right now, only the life insurance component is privatized.

The health program is run by the Fund through a third party administrator, Hawaii Pacific Medical Referral.

The Fund has been working for over a year now for the privatization of the health program component.

The Fund said it hopes to finally make the transition by July this year.
