DEQ to train with DPS on littering enforcement

The Division of Environmental Quality will again collaborate with the Department of Public Safety to conduct training on littering enforcement.

DEQ public information officer Reina Camacho said the training would take place late this month for Saipan and early September on Tinian.

She said that every so often, DEQ coordinates with DPS to train representatives from various government and private agencies to become “Litter Control Apprehending Officers.”

“Public Law 6-37 states that apprehending officers are designated by the directors of the Marianas Visitors Authority, Department of Natural Resources, Coastal Resources Management, Department of Public Works, Department of Public Health, Mayor’s Office, and Department of Public Safety,” said Camacho.

Camacho said 12 individuals have already participated in the training held last June 8 and 9. Officer Jarrod Manglona led the training with the help of assistant attorney general Kate Fuller.

During the training, participants will study the Litter Control Act and Regulations, as well as citation issuance, report writing, evidence collecting, and chain of custody, said Camacho. Case studies will also be discussed, to be followed by a 21-question examination among participants.

She said the trainings would be conducted on Saipan and Tinian to certify additional apprehending officers for the primary purpose of increasing litter enforcement.

The enforcement of this law would mean that any person apprehended for littering should be served with a citation and an order to appear at the traffic division of the Commonwealth Superior Court.

Camacho said littering is punishable by fine of no less than $200 and not more than $500.
