Proposed ‘One-Stop Center’ backed

The Coastal Resources Management office says the incoming administration’s proposal to set up a “One-Stop Center” to improve permit processing in related government agencies is a great idea.
CRM deputy director Steve Tilley said the planned one-stop permit application center for all agencies, especially those affecting CRMO—Division of Environmental Quality and Division of Fish and Wildlife, among many others—is “very possible and doable.”
Tilley said there were three major issues raised during his meeting with Transition Committee head Martin Manglona Thursday, where representatives of all affected agencies were present.
He said one concern brought out during the meeting was the setting up of a user- and customer-friendly application center for permits. The second revolved around effective coordination among government agencies.
He added that agencies have their own development plans that usually cause “paralysis” in the application process because the agencies are not well coordinated.
The last issue concerned the enforcement of regulations in all agencies. Tilley said the Transition Committee chair would convene the agencies again next week for a follow-up meeting.
Aside from CRMO, Manglona also met with officials of DEQ, DFW, Historic Preservation Office, Commonwealth Utilities Corp., Marianas Public Lands Authority, Department of Public Works, and the Saipan Chamber of Commerce. The meeting was at the CRM Conference Room in Oleai.
Manglona said the “One Stop Center” would eliminate all the ‘red tape’ in the government. The Transition Committee is also looking at a faster and accessible application medium for permits and other concerns through online processing. (Marconi Calindas)
