Mafnas will retain some DOC duties

Former Corrections Secretary Ray Mafnas will continue to be involved in prison matters despite his recent reassignment as the governor’s senior policy adviser, according to the administration.

“[I]n addition to his regular duties as the administration’s senior policy advisor, Ray Mafnas is assigned to perform certain duties on behalf of the Department of Corrections,” Lt. Gov. Timothy P. Villagomez said in a memorandum.

Villagomez said that Mafnas would oversee the department’s transition from the current adult prison to the new facility in Susupe.

Mafnas would also assist Corrections in complying with certain conditions required by the Feb. 25, 1999 consent decree issued by the U.S. District Court for the Commonwealth.

Specifically, he would be tasked to help with issues concerning DOC certification, staffing pattern, care and discipline of inmates, and training and treatment programs for inmates.

Mafnas was recently appointed to serve as senior policy adviser to the administration. He replaced John Del Rosario, who had been named secretary of the newly created Department of Public Lands.

Meanwhile, Mafnas was replaced by former police director Juan Ayuyu, who also worked as assistant chief for the then Division of Corrections in 1998.
