Babauta sole-sources lobbyist contracts

Fuel surcharge fee now at 3.5 cents per kwh

Less than a month since the fuel surcharge regulation was adopted, the Commonwealth Utilities Corp. yesterday increased the fee to the maximum allowed rate of 3.5 cents per kwh of usage for all customers.
