For Finance, more task, same funding
Gov. Pedro P. Tenorio yesterday ruled out additional funding for the operations of the Department of Finance in light of the transfer of business licensing function to the agency.
A law recently signed by the governor puts the authority of business permitting to DOF, a function previously held by the Department of Commerce.
Although the measure would simplify the business licensing process while ensuring that establishments seeking renewals pay their taxes, it puts additional workload to the finance department.
According to the governor, the law authorizes the transfer of personnel from the commerce department to DOF to take charge of the permitting function without having to pumped in additional budget for the office.
“The finance (department) is capable of handling the function. It only requires lateral transfer of function and there is no money involved,” Tenorio said in an interview. “There will be no need for additional FTEs.”
Because of the substantial drop in revenues, the Tenorio administration has embarked on streamlining of government operations, removing non-essential positions and offices teeming with duplicate functions.
The effort is also aimed at improving efficiency of government service.
