The Saipan Garment Manufacturers Association’s seven-member Compliance Committee, in a meeting held May 26, 1999, selected and installed its officers, and has scheduled continuing activities toward the full implementation of the SGMA Code of Conduct.

Frank Camacho, from Jin Apparel, was selected as chairman of the Compliance Committee. Camacho is the former CNMI Department of Public Safety deputy director, and held the position of CNMI director of labor during the former administration.

Frances Lam of Onwel Manufacturing was named as vice chair, and Annie Castro, of Mariana Fashions, was selected secretary. Other members of the committee include Moses Fejeran (Neo Fashion, Inc.), William Fong (US CNMI Corp.), Eloy Inos (Trans-Asia Garment Forte) and Mathilde Cabrera (Pang Jin Sang Sa). Oversight is by SGMA officer and executive director Richard A. Pierce.

The SGMA Compliance Committee is responsible for monitoring activity within the Code of Conduct, including the periodic inspections of members’ facilities. Procedural guidelines have been developed wherein members’ compliance will be determined, and reports will be filed with the SGMA Board. The Compliance Committee can recommend any appropriate sanction, as well as prepare written certifications on behalf of the members in or out of compliance with the Code.

Pierce said, “The Compliance Committee will request to meet with a member-company in a scheduled hearing this week to correct any outstanding deficiencies.”

SGMA has reviewed all prior proposal submissions for external monitoring for its Code of Conduct, and Price Waterhouse Coopers has been contacted for further information prior to selection of SGMA’s recommended member external monitoring firm.

SGMA Code of Conduct advanced training for member companies has been scheduled for August in coordination with Business for Social Responsibility.

SGMA expects to welcome OSHA and the Equal Employment Opportunity Commission for the training sessions, which are the final training requirements before full implementation of the Code of Conduct and its monitoring systems.
