Former Commonwealth Utilities Corporation Chairman Juan S. Dela Cruz has drawn praise from a top Enron official for his conduct during the crucial review on the 80-megawatt power project for Saipan.

David B. Howe, vice president of the Texas-based conglomerate, expressed regret for Dela Cruz’ resignation, saying he was “shocked and dismayed” when the ex-CUC head stepped down from the post after five years in the Board of Directors.

“I have tremendous respect for you and the job you did guiding the re-evaluation of the CUC 80-MW power project. We took great comfort that an impartial review of the process was in the best interest of all parties,” Howe said in a letter to Dela Cruz.

Enron is among the five companies vying to win the $120 million contract to build and operate the power plant which is designed to meet increasing demand on Saipan.

Dela Cruz submitted his resignation to Gov. Pedro P. Tenorio on Tuesday, citing his desire to devote more time to his job at Saipan Stevedore.
