SENATE AGENDA
Senators passed on Friday a legislative initiative that will allow government retirees to be hired as teachers and medical staff for two years without losing their retirement benefits.
Sponsored by Senate Floor Leader Pete P. Reyes, the Senate Legislative Initiative 11-7 aims to ease shortage in employees for critical services such as public schools and the Commonwealth Health Center.
It now heads to the House of Representatives for voting by at least two-thirds of the members before it gets included in the balloting for the general elections in 2001.
The Senate also passed a bill that will remove the Commonwealth Ports Authority and the Coastal Resources Management from the authority of the governor as stipulated under an executive order signed by former Gov. Froilan C. Tenorio.
This is the third attempt by Reyes to propose such legislation after two earlier measures were vetoed by Gov. Pedro P. Tenorio due to questionable provisions. Senate Bill 11-155 now heads to the House for action.
Meanwhile, senators amended a House measure seeking extension on the renewal of driver’s license in the CNMI. Under the Senate proposal, the grace period will be for 30 days after the expiration before the Bureau of Motor Vehicles can require those renewing their license to take written exam again.
HB 11-415 heads back to the House for action on the amendment.
Other measures passed during the two-hour Senate session Friday, the first in more than two months:
HB 11-413 – establishment of a new public cemetery in Marpi (for consideration by the governor);
HB 11-464 – creation of Man ‘Amko and youth programs (House action on Senate amendment);
HB 11-484 – construction of multi-sports complex (for governor’s action)
HB 11-485 – returning the responsibility of administering Division of Environmental Quality to the Office of Governor (for governor’s action).
SB 11-157 – clarifying the duties and limits of liability of the Director of Public Lands (for House action). (Benhur C. Saladores)
