Catherine Cahn, former special personnel consultant to ex-Gov. Froilan C. Tenorio and president of Cahn Associates, Inc., passed away in Maryland on May 7, 2000 from complications of lung cancer. She was 54.

For several years, Mrs. Cahn worked with CNMI department heads, supervisors, and government employees from many different agencies as a leader in government reform and reinvention. She helped government officials and employees see their jobs in a different light, one of service to the people.

As a consultant to the CNMI Service Commission, Mrs. Cahn drafted amendments to the Public Service System Rules and Regulations to bring them into compliance with applicable federal laws. This also protected the government against unnecessary lawsuits.

She also provided supervisory training in Equal Employment Opportunity. This helped ensure better workplace conditions for women and minorities and helped protect CNMI taxpayers against expensive lawsuits.

Mrs. Cahn held a Bachelor of Arts degree in psychology from the University of Maryland and completed extensive graduate work at the George Washington University in administration with an area of concentration in a special program for elementary students and taught English at postsecondary vocational institutions.

Mrs. Cahn is survived by her husband, David L. Cahn, of Upper Maryland, children and stepchildren.
