Mr. Napilda, whose working permit had expired and was driving with a license, fled the scene of the accident after he was assured by the driver of another vehicle that everything was just all right.

However, he was caught by the cops who allegedly took turns in punching and kicking him.

Police have filed charges of resisting arrest, hit and run and illegal possession of controlled substance against Mr. Napilda.
