House seeks meeting with DPS, MVA for reopening of Koban
The House Committee on Judiciary and Governmental Operations has expressed concern on the effect of the continuous closure of the Koban in Garapan amid the increasing criminality activities.
Rep. Dino Jones, chair of the committee, said he will meet with the Department of Public Safety and the Marianas Visitors Authority to discuss ways that could pave the way for the possible reopening of the Koban because of the need to protect the island’s tourism industry.
While he recognizes the financial problems besetting DPS has hindered the department from assigning police officers in the Koban, Rep. Jones noted the need to designate DPS personnel in the area to ensure the safety of tourists.
MVA has in the past expressed disappointment over the scaling down of the Koban since last year by DPS without informing the tourism office.
During weekdays, DPS finds it hard to send police officers in Garapan, thus, the policemen on patrol just makes sure to pass by and check the area. DPS had claimed that severe manpower problem has prevented the department from assigning regular officers in its Garapan post.. In some occasions, the Division of Boating Safety has to send its own men to go on duty in the Koban.
During his recent meeting with DPS officers, Rep. Jones was informed that the shortage of personnel has hindered the law enforcement agency in efficiently carrying out its functions. Concerns have been raised on the large number of vacant positions which have remained unoccupied due to financial problems.
With the rapid population growth brought about by the entry of nonresident workers, the demand for public safety service increased.
Unfortunately, the number of police force was not augmented to respond to the need of the community.
