The Office of the Saipan Mayor, pursuant to Saipan Local Law 13-21, will be offering scholarships totaling about $1.2 million, which according to Saipan Mayor Juan B. Tudela, will “hopefully” be available for the start of the 2004 Fall term or semester.

The qualification is necessary as Tudela said the scholarship fund has yet to be provided.

“We are still really pushing for it,” he said. “As long as we receive the money, we are still going to do it. Right now, there’s no money available. It [$1.2-million] is just on paper.”

Tudela was not sure how much each student would receive if granted financial assistance.

In a letter to Sen. Pete P. Reyes and House Speaker Benigno R. Fitial, Tudela said his office, along with the Saipan Higher Education Financial Assistance board, have “applied due diligence and an ounce of ingenuity in managing to produce materials for review and publication by the Office of the Attorney General.”

Tudela said the application draft, as well as memorandum of agreement, has been submitted to the Attorney General’s Office and is subject to approval within 30 days of submission.

Tudela said upon approval from the Attorney General’s Office, the draft would be translated into Carolinian and Chamorro languages by the Language Commission. From there, the scholarship applications will become available to the public.

The mission of the SHEFA is to provide supplementary financial assistance—upon availability of funds—to qualified residents of Saipan or abroad with the expectation of recipients returning to Saipan with the necessary and sufficient knowledge, skill, attitude, and work ethic to provide services on the island in the private sector, government, non-government organizations, as well as non-profit organizations.
