Man charged for sex abuse
A 33-year-old man is now facing criminal charges after being accused of sexual abuse of a minor.
The Attorney General’s Office yesterday filed with the Superior Court four criminal counts against Faustino Joe Elias. The court summoned Elias to appear before it on June 21, or he would be arrested.
Assistant Attorney General Alexander Shapiro filed the charges against Elias. The prosecutor alleged that Elias sexually molested the underaged girl several times sometime in August last year.
In the first three occasions, Elias allegedly had sexual contact with the girl on three consecutive days beginning Aug. 13, 2004.
The Department of Public Safety had earlier raised the alarm over the high number of sexual child abuse cases in the CNMI. News files compiled by the Saipan Tribune showed that one of the youngest victims of sexual abuse was a 23-month-old baby. Previous cases involved suspects like a ranking board officer of a reputable school and a schoolteacher.
AGO charges man with child abuse
A man is facing criminal charges for alleged maltreatment of a child.
The Attorney General’s Office yesterday lodged with the Superior Court child abuse and assault charges against 35-year-old Joseph V.S. Pangelinan.
Assistant Attorney General Alexander Shapiro said Pangelinan hurt the child sometime in April last year, pinching the minor in the chest that left a bruise. He also accused Pangelinan of putting a lotion on the child’s face, calling it “cum.”
The prosecutor branded the physical injury and mental distress inflicted on the child as one the is “clearly beyond the scope of reasonable corporal punishment.”
The charges against Pangelinan include two counts each of child abuse or neglect and assault and battery, and a count of disturbing the peace.
