Info sought on alleged $200M ARPA funds in trust account

Senate President Edith E. DeLeon Guerrero (D-Saipan) on Monday requested Finance Secretary Tracy B. Norita for information on $200-million American Rescue Plan Act funds that the previous administration allegedly deposited in a trust account.

DeLeon Guerrero also requested Bank of Guam official Amoretta Carlson to provide her with all information relating to the trust account at BOG that was opened by the previous administration with former Finance secretary David DLG. Atalig.

In her Open Government Act request to Norita, DeLeon Guerrero said that Norita herself had shared in a meeting last Jan. 11, 2023, that the previous administration had opened and deposited $200 million of ARPA funds in a trust account at the BOG.

With the current financial condition of the government, she said, it is important to know that funds are available.

She asked Norita for information pertaining to trust account that the current administration had closed on Jan. 11, 2023, or earlier.

DeLeon Guerrero also asked Norita for a copy of the ARPA spending plan, and any changes to it that had been approved by the U.S. Treasury.

In her Freedom of Information Act request to Carlson, DeLeon Guerrero asked for the same information relating to the trust account, plus any other related information about it.
