Judiciary welcomes Magistrate Judge Brown to the bench
HAGÅTÑA, Guam—Sean Edward Brown was recently officially sworn in as a magistrate judge at the Guam Judicial Center.
Chief Justice Robert J. Torres administered the oath at a ceremony attended by Brown’s family, esteemed guests, and members of the Judiciary.
Brown was appointed by Torres in anticipation of the conclusion of Magistrate Judge Benjamin C. Sison Jr.’s second term. His appointment was unanimously confirmed by the Guam Legislature last month.
During the ceremony, Torres spoke highly of Brown’s qualifications as a former prosecutor and his readiness for the role.
“Serving as a judicial officer requires more than experience,” Torres remarked. “It’s about the qualities that define every decision: a steady, even temperament, a sense of fairness, and the ability to weigh each case with impartiality and care. For a magistrate judge, these traits are not just admirable—they are essential.”
In addition to a broad range of civil matters, magistrate judges preside over initial appearances in criminal cases, handle arraignments, order pre-trial conditions, and enter judgments.
“I am very humbled by this experience and will remember this day for the rest of my life,” said Brown during his judicial address. “As a magistrate judge, I’m not going to throw people away if they make a mistake. I’m going to hold onto them—see what we can do to make their lives better and the community safer.” (PR)
