Man exposes himself to kids at tourist hub

A 34-year-old man often seen roaming the streets of Garapan was arrested over the weekend for exposing his private parts to young children dining with their family.

NMI Superior Court Associate Judge Joseph N. Camacho imposed a $5,000 cash bail on Omar Nawaz last Monday. He also ordered Nawaz to return to court on Nov. 27 at 10am for a preliminary hearing and Dec. 2, 2024 at 9am, until then Nawaz was to be returned to the custody of the Department of Corrections. Defense attorney Karie Comstock was assigned as Nawaz’s public defense. Assistant attorney general Frances Demapan will represent the government.

According to court documents the incident occurred on Friday, Nov. 15, 2024, at about 7:03pm, when the Department of Public Safety dispatcher received a disturbance call at the American Pizza and Grill Restaurant located along Beach Road in Garapan.

According to the caller the male suspect was said to have left the scene on foot. At 7:25pm, officers arrived on scene and confirmed the incident.

It was documented that just an hour earlier, a 6-year-old victim arrived with an 8-year-old sibling and their mother at the American Pizza and Grill Restaurant for dinner. The family sat nearby a window of the restaurant. The mother observed a homeless man, later identified as Nawaz walking back and forth in front of the glass window where they sat. According to the report the child then asked the mother to move their chair somewhere else, but the mother didn’t know why. The child stared out the glass window and the mother saw a sad expression on the child’s face.

When the mother looked out the window at the direction the child was looking at and she saw Nawaz’s pants down, with both hands on his privates and smiling at the child.

The mother yelled and immediately alerted the staff to call the police. It was reported that Nawaz ran south. Police officers, along with the victim’s father, searched the village for Nawaz and later found him by the Flamingo Bar located along the Paseo De Marianas. Nawaz was arrested around 7:50pm for indecent exposure and disturbing the peace.

According to the police report, officers knew of Nawaz from previous encounters.

Nawaz exercised his rights and declined to speak.

According to Saipan Tribune archives, Nawaz had also been arrested back in 2020 for disturbing the peace, assault and battery. In that case the victim had stated that she had been struck at the back of the head twice by an individual by the name of Omar Nawaz. Police learned that Nawaz was at the parking lot arguing with someone when the victim went outside to check if they were okay. As the victim was walking toward the two men, Nawaz then yelled at the victim and as she turned to go back inside the gas station Nawaz smacked the victim’s head twice from behind.
