Manglona’s nomination resubmitted to NMTech, Cruz’s, Rohringer’s withdrawn

Gov. Arnold I. Palacios has resubmitted the nomination of Chanelle A. Manglona to serve as a member of the board of trustees for the Northern Marianas Technical Institute to represent Rota.

Due to time constraints, Palacios has also withdrawn the nomination of Jose P. Cruz and Dr. Martin P. Rohringer to serve as a member of the Civil Service Commission and Healthcare Professions Licensing Board, respectively.

On Maglona’s nomination, the governor said the statutory employment restriction imposed by the Commonwealth Code, which prohibits government employees from serving as a board member of the NMTI Board of Trustees, places an undue burden as it limits the pool of otherwise qualified potential appointees from Rota.

Palacios said he is waiving such restriction as authorized by the Commonwealth Code.

The governor said he and Lt. Gov. David M. Apatang are confident in Manglona’s ability to serve on the board and contribute to NMTI’s growth as a provider of advanced career, trades, and technical training throughout the Commonwealth.

If confirmed by the Senate, Manglona will serve a four-year term expiring on March 11, 2028.

On Cruz’s and Rohringer’s nomination, Palacios said, due to time constrains he made a difficult decision to withdraw the names of their appointees.

Cruz was appointed to represent Tinian in the Civil Service Commission, while Rohringer was renominated to represent physicians in the Health Care Professions Licensing Board.

Palacios said he will resubmit Rohringer’s re-nomination at a later time.
