Ogo introduces bill to reserve funds for CBP services
In a continued effort to improve transportation accessibility and streamline passenger processing for the people of Rota and travelers, Rep. Julie Ogo (Ind-Rota) has introduced House Bill 23-121.
The bill proposes to require the municipality to reserve $100,000 annually from 4 CMC § 2159, and the Municipality of Tinian the option to reserve the same amount through funds allocated via the Marianas Visitors Authority trust account derived from the Hotel Occupancy Tax. These funds are designated to reimburse Customs Border Protection for services provided in clearing passengers traveling from Rota to Guam or Tinian to Guam, should Tinian determines the need to provide the service for direct flights to Guam.
This dedicated reserve will remain in place until an international passenger flight becomes available to Rota and Tinian or the bill will expire at the end of FY 2027, whichever comes first. At that point the funds can be redirected according to the original provision in 4 CMC § 2159 ©. Ogo recognizes the importance of uninterrupted CBP services to facilitate travel, enhance convenience for residents and visitors, and support the growth of inter-island air carriers.
“With the anticipation of additional air passenger carriers, it is essential that we preserve and maintain CBP services. This proactive measure ensures that inter-island travel remains as seamless and efficient as possible, benefiting the people of Rota and supporting our tourism and local economy,” said Ogo.
House Bill 23-121 reflects Ogo’s commitment to the infrastructure and connectivity essential for Rota’s future, particularly as it aims to expand its tourism appeal and travel capacity.
