San Nicolas’ legalizing fireworks bill passes
GUAM—Guam Sen. Dwayne T.D. San Nicolas’ consumer fireworks legalization bill, Bill 9-37, was passed by the 37th Guam Legislature on Oct. 31, 2023, during legislative session at the Guam Congress Building in Hagatna.
Bill 9-37 is an act to legalize and regulate the use of consumer-grade fireworks on Guam, which was introduced by San Nicolas in January 2023.
“I introduced Bill 9-37 because this is what I promised to the people of Guam when I ran for public office, to legalize safe and sane consumer fireworks,” said San Nicolas. “I would never hurt or put people in harm’s way. I just wanted to not only make Guam fun again, but safe. I want to thank the eight legislative colleagues who voted to pass this bill.”
The eight other senators who voted “yes” and joining San Nicolas are Vice Speaker Tina Muna Barnes, Sens. Joe S. San Agustin, Roy A.B. Quinata, William Parkinson, Amanda Shelton, Christopher Duenas, Jesse Lujan, and Thomas Fisher.
If the bill is signed into Guam law, the bill will not only allow the use of consumer fireworks in Guam, but create new business opportunities, contributing to the island’s economy as well as enhance familial experiences.
San Nicolas’ bipartisan bill is co-sponsored by Speaker Therese Terlaje, Vice Speaker Muna Barnes, and Sens. San Agustin, Quinata, Parkinson, Lujan, and Fisher. (PR)
