Woman who admitted to drug use while on probation is summoned

The U.S. District Court for the NMI has granted the request of the U.S. Probation Office to summon a woman who admitted to using drugs while on probation.

District Court for the NMI Chief Judge Ramona V. Manglona granted the request of U.S. Probation Officer Gregory F. Arriola to summon Vickilyn Ramonica Manglona Teregeyo to a hearing to answer or show cause why her supervised release should not be revoked or modified based on two positive tests results showing that she used methamphetamine.

In support of the request for a summons, Arriola filed two supplemental declarations noting two positive tests results indicative of methamphetamine use, as well as Teregeyo’s failure to report to the U.S. Probation Office since Feb. 2, 2024.

At a hearing on Feb. 15, 2024, Teregeyo admitted to using methamphetamine four times and failing to report to the U.S. Probation Office.

A disposition hearing was set in April 2024 in order to allow Teregeyo to pursue drug counseling treatment.

Most recently, Arriola filed an informational report requesting a summons because Teregeyo had rescinded her authorization that allowed the HOPE Recovery Center to release information to the U.S. Probation Office.

“Without the authorization, U.S. Probation is unable to monitor her treatment, which was the basis for the delayed disposition hearing. Based on the foregoing, the court grants the request and orders the issuance of a summons,” said Manglona’s order.

According to court documents, a petition for summons for offender under supervision was filed after last Jan. 16, 2024, after Teregeyo tested positive for the use of methamphetamine from Dec. 1 to Dec. 8, 2023, and Dec. 13 to Dec. 21, 2023.

On Jan. 24, Teregeyo appeared before Manglona for an initial appearance on a revocation hearing.

Through attorney Richard Miller, she admitted to the two positive drug test results.

At the request of Miller and with no objection from the government, the matter was continued to March 13, to allow Teregeyo to continue seeking more intensive substance abuse treatment services.

On Feb. 7, a supplemental declaration was filed after Teregeyo tested positive for the use of methamphetamine on a sweat patch applied on her person from Jan. 9 to Jan. 12.

Additionally, Teregeyo failed to follow the instructions of the probation officer by failing to report to the U.S. Probation Office on Feb. 2.

A warrant of arrest was requested after multiple attempts to contact Teregeyo, to include a home visit, were unsuccessful.

The request was granted by Manglona on Feb. 9.

On Feb. 12, Teregeyo self-surrendered to the U.S. Marshal Service and on the same date appeared before Manglona for a revocation hearing.

During the hearing, additional violations relating to the drug test sweat patch were reported by the U.S. Probation Office.

Additionally, Teregeyo admitted that she used methamphetamine on Feb. 10, 2023.

Miller apprised the court of an available bedspace at the HOPE Recovery Center for Teregeyo.

The matter was continued to Feb. 15, to allow Miller and the U.S. Probation Office to get more updates from the HOPE Recovery Center.

Teregeyo was remanded back to the custody of the U.S. Marshals Service.

On Feb. 15, Teregeyo reappeared before Manglona and admitted to all the allegations reported by the U.S. Probation Office but denied the allegation that she had tampered with one of the sweat patches.

During the hearing the court was updated about a bedspace that had been reserved for Teregeyo at the HOPE Recovery Center.

After hearing from the parties, Manglona ordered that Teregeyo be released to allow her to self-report to the HOPE Recovery Center for residential substance abuse treatment.

After the hearing, Teregeyo was released from the CNMI Department of Corrections and was able to self-report to the HOPE Recovery Center later that evening.

On Feb. 28, Arriola contacted the HOPE Recovery Center to visit Teregeyo and get an update on her progress. However, a staff member advised that they could not release any information relating to Teregeyo as she had rescinded her authorization to release information to the U.S. Probation Office on Feb. 26.
