The Federal Emergency Management Agency and the Commonwealth of the Northern Mariana Islands advise those who have registered for federal and commonwealth assistance through FEMA that it is a requirement that they have a signed Owners Occupancy Certificate if an official deed for the damaged property is not available to show the inspectors who come to verify their damage.

The certificate must be signed by their precinct representative on Saipan or by the mayors of Tinian or Rota prior to the inspection. If the applicant does not have the signed form when the inspector arrives, the inspection will take place, but the processing of the application by FEMA may be severely delayed.

The certificates are available at the Disaster Recovery Centers, the Emergency Management Office website at www.cnmiemo.gov.mp or by calling the Emergency Operations Center helpline at 322-8621 or 26.
