Ogo questions advertised project price

Rota congressman Crispin Ogo questioned the alleged impropriety committed by the CNMI Procurement and Supply when it published the contract amount for the Rota Health Center project’s architectural and engineering design.

Ogo, in a letter to Procurement and Supply director Herman Sablan on March 8, said that the Request for Proposals as advertised invites contractors to submit proposals to retrofit the existing Rota Health Center cafeteria in the amount of $250,000 to $750,000.

“This advertisement specifically dictates the amount for the architectural and engineering design. The bottom line is that the CNMI government should allow interested contractors to submit proposals and bids based on contractors’ estimated cost,” said Ogo.

By advertising the amount, he said, contractors “will most certainly submit proposals and bids at a higher value to maximize their profit and at a loss to the CNMI government.”

Ogo, in his letter, asked Sablan to enlighten him on the matter.

“I am astounded that the Procurement allows the publication of the amount expected to be expended for the project…I don’t think it is acceptable,” said Ogo.
