Lack of quorum will hobble CDA
The Commonwealth Development Authority is expected to be at a standstill for about a month due to lack of quorum.
Outgoing CDA board chairman Sixto Igisomar said yesterday that the regular meeting scheduled for June 6 would be the last time that the current board would have a quorum in a while.
Igisomar’s term as member of the CDA board of directors will expire on June 15.
Edwin Hofschneider, the Tinian representative to the CDA policy-making body, completed his term on May 25.
Two other members—Vincent Calvo of Rota and Marcie Tomokane of Saipan—will be off island for personal reasons. They are not expected to be back until the end of the month.
Only board members Antonio M. Borja, Tom Glenn A. Quitugua, and Manny A. Sablan will be left on the board.
The CDA board is, by law, a seven-member panel. At least five members have to be present to constitute a quorum.
“No board-level decisions can be made in the next few weeks, or at least until the governor appoints people to replace me and [Director] Hofschneider. These decisions include loan transactions that are beyond the executive director’s capacity, as well as matters relating to policy and procedures,” said Igisomar.
Adam Turner, the governor’s special adviser, said yesterday that Gov. Juan N. Babauta would nominate Hofschneider’s replacement before the end of this week.
The governor’s nomination needs Senate confirmation before the appointment can become official.
