Soria is new CDA comptroller
The Commonwealth Development Authority is set to hire a new comptroller for a starting salary of $55,000 a year.
CDA disclosed yesterday that it had chosen an applicant—Noel Soria. He will be offered a three-year contract with an initial six-month probation. It was not immediately clear if Soria is the same one who is the comptroller of the NMI Retirement Fund.
CDA has had no comptroller for the past two years.
Soria stands to have his salary raised to $60,000 a year when he completes his first year of employment and obtains a “certified management accountant” status.
Other benefits offered to a CDA comptroller are paid sick and annual leaves, paid holidays, shared premium on health and life insurance, covered expatriation and repatriation expenses, housing allowance at $600 per month for an employee without dependents or $800 per month for an employee with dependents.
Applicants to the position must be a certified public accountant. They must have at least a bachelor’s degree from an accredited college or university in finance or accounting and a minimum of 10 years of professional experience, 5 years in the managerial level.
The duties and responsibilities of the CDA comptroller include keeping the official books and accounts of CDA; overseeing the activities of the Accounting Department; preparing an annual report of CDA’s financial condition for the board of directors; preparing and monitoring a schedule of investments; developing a reliable cash flow projection process and reporting mechanism that includes minimum cash threshold to meet operating needs; maintaining a profit and loss statement on all bond issues and trust funds; and attending all CDA meetings.
