Parole Board sets $30 monthly supervision fee
The Board of Parole has adopted regulations allowing the assessment of a monthly $30 supervision fee to all parolees in the CNMI.
The regulations were implemented pursuant to Public Law 14-33, which established the parole supervision fees program and took effect on Oct. 18, 2004.
The monthly fee will be imposed by the Board of Parole to defray the costs associated with supervising parolees. The fee will be collected from all parolees currently on supervision on the first working day of each month.
The regulations, however, give the Board of Parole the discretion to waive all or part of the fees for certain parolees.
Factors that the board may consider include: a certification from a licensed physician that the parolee is unable to work due to a physical or mental disability; a parolee’s inability to find employment due to his criminal background; a parolee’s full-time studies in an educational institution; a parolee’s full-time treatment at a mental health facility or other residential facilities as an in-patient; and the detrimental effect of the fee to the welfare of the parolee’s family.
According to the regulations, parolees may also request to perform community service of 8 hours per month for the duration of his parole tenure, in lieu of supervision fees. However, a parolee who has been determined able to pay such fees, should be required to make such payments.
