While aware of widespread complaint against illegal taxi operations, the Commerce Department cannot initiate an investigation without formal complaints from individuals.

“If we get complaints from people, then we’d refer them for investigation,” said acting Commerce Secretary Daniel Camacho.

Likewise, he said any investigation on the matter is handled by the Attorney General’s Office.

Legitimate taxi owners and drivers earlier complained that underground taxi operations are paralyzing the taxicab industry.

Underground operators have established a loyal following on island because they only charge $3 per trip compared to the regular taxicab fare of $20 or more.

Camacho said this can only be effectively curbed by establishing evidence through surveillance or direct complaints from people.

So far, he said he only knows of three pieces of “information” regarding complaints against illegal taxi operations.
