Editor’s Note: There are three candidates for this precinct. Only Rep. Oscar Babauta’s response managed to make it to yesterday’s deadline.

Elementary and high school: Mt. Carmel School
College: Community college in Los Angeles (undergraduate)

Professional Background
Held various managerial positions with Continental Micronesia, retired in 1985

Q. What do you consider the top three issues or concerns facing the CNMI that deserve immediate action from our government leaders?
1. The lack of revenue generated by our government—the economy
2. Shortage of revenue to administer the various government programs
3. Combination of increased services in health and education matters

Q. What ideas can you bring to the table to revive the CNMI economy?

A. To improve the economy in order for the government to generate additional revenue so that we can at least, at the minimum, sustain the present level of expenditures for the government. The long-term is to bring in fresh capital. What I mean by fresh capital is bringing in fresh investments so that we can augment the economy.

Q. What is your vision for the Commonwealth? And what are the steps that must be taken to achieve that vision?

A. Prudent fiscal management of the government, holding each and every manager of the government agencies responsible, treating the government in a business-like manner, where full eight hours a day of production should satisfy the public

Q. What needs to be changed in people’s ways of thinking to achieve your vision?

A. Each and every citizen of the Commonwealth should treat the Commonwealth as their own. Every citizen of the Commonwealth should take part in addressing all negative issue confronting the government. Every individual should be responsible in making sure that our lives in the Commonwealth is similar to 15 years ago—that is, we have to be cognizant on a daily basis whether or not we need to spend today or we wait until next week. The lifestyle of every citizen of the Commonwealth should change and be more responsible fiscally.
