11 convicts granted parole
A woman convicted for fatally striking a bicyclist with a pick-up truck while she was intoxicated and 10 other convicts were granted parole by the Board of Parole.
Micheline West Brel’s parole application was among those granted by the BOP during the proceedings last Wednesday and Thursday, according to acting Chief Parole Officer Joseph T. Guerrero.
Guerrero said Brel was convicted for homicide by vehicle and for driving while under the influence of alcohol.
In December 2004, Superior Court Associate Judge David A. Wiseman imposed a three-year jail term on Brel.
Police investigation showed that Brel was the operator of a 1994 Nissan pick-up truck that killed a 38-year-old man, who was riding his bicycle along 16th Highway in Chalan Kiya on midnight of April 30, 2004.
Guerrero said the other convicts granted parole were MaryAnn DLC. Indalecio, Rex R. Jose, Milton B. Cruz, Marvin DLG. Concepcion, Ignacio M. Leon Guerrero, Vincent J. Castro, Nupom Nupom, Juan J. Castro, Seremea Nowell, and Thomas A. Aldan.
Denied of their parole were Jamie J. Quindo Jr., also known as Edgar Mendoza; Anthony Rios; Yen Mei Ying; Nestor C. Taitano; and Ronald R Kaipat.
The parole application of Dwayne M. Sibetang, a mentally ill man who was sentenced to 15 years for murder, was not acted upon by the board. The board noted that they need more information about the applicant.
The BOP said Indalecio was convicted of numerous theft by deception and issuance of bad checks. She was sentenced to two years in jail.
Jose was convicted of one count of sexual abuse of a minor in the second degree as a lesser included offense of sexual abuse of a minor in the first degree. He was ordered to spend three years in jail.
Cruz was convicted of theft and sexual abuse of a minor in the second degree. He was sentenced to two years in prison.
Concepcion was convicted of sexual abuse of a minor in the second degree. He was sentenced to five years in jail.
Leon Guerrero was convicted of robbery and sentenced to seven years in jail.
Vincent Castro was convicted of robbery and was sentenced to three years.
Nupom was convicted of two counts of aggravated assault and battery and assault with a dangerous weapon. He was sentenced to 10 years in jail. The board granted him parole on condition that he would not contest his deportation to Bangladesh.
Ivan Castro was convicted of sexual abuse of a minor in the second degree. He was subsequently sentenced to four years in jail.
Nowell was convicted of attempted rape and sentenced to five years.
Quindo was convicted of attempted assault with a dangerous weapon and sentenced to 30 months.
Rios was convicted of sexual abuse of a child in the second degree and sentenced to five years in jail.
Yen was convicted of three counts of theft by deception and sentenced to 12 years in jail.
Taitano was convicted of assault with a dangerous weapon, involuntary manslaughter, use of a firearm in commission of a crime, and assault and battery. He was sentenced to nine years in jail. It was Taitano’s sixth attempt to file a parole request.
Kaipat was convicted of numerous burglary and criminal mischief charges. He was sentenced to seven years.
Aldan was convicted of numerous burglary and theft cases. He was sentenced to 15 years. Aldan’s parole was revoked in June 2000 for committing assault and battery and assault.
Present during the parole proceedings were chairman Michael San Nicolas, vice chairman Lucas Mendiola, secretary Mametto Ayuyu, and members Anthony Hofschneider and Ramon RB Camacho.
