Gov. Benigno R. Fitial has named nine more appointees to different positions within the administration.

Eloy San Nicolas was appointed to serve as acting director of the Guam Liaison Office while Edward Dela Cruz was designated acting director of the Hawaii Liaison Office. Their appointments became effective beginning Jan. 12, 2006.

On Jan. 16, 2006, Fitial named Linda T. Cabrera as his special assistant for programs and legislative review; Michael Manglona as special assistant for youth affairs; and Angel S. Hocog as public liaison officer.

He announced four appointments on Wednesday: Michael C. Sablan as the governor’s special assistant for military and veterans affairs; John Joyner as administrator of the Coastal Resources Management Office; Frank Rabauliman as director of Division of Environmental Quality; and Edith Deleon Guerrero as executive director of the Workforce Investment Agency.

Margarita R. Olopai-Taitano assumed her responsibilities as director for the Office of Vocational Rehabilitation on Thursday, Jan. 19, 2006.

Furthermore, the governor has written to the U.S. Department of Homeland Security to inform them of his appointment of the new heads of the Emergency Management Office and the CNMI Office of Homeland Security.

Fitial had earlier announced that Gregorio A. Deleon Guerrero and Patrick Tenorio would serve as EMO director and special assistant for homeland security, respectively, under his new gubernatorial administration.

Deleon Guerrero replaced Rudolfo M. Pua, and Tenorio replaced Jerry P. Crisostimo effective Jan. 9, 2006.

Fitial also told DHS preparedness officer Billy Powers that Tenorio would be responsible for administering the Homeland Security grants that are received from the federal department’s Office of Grants and Training.
