A man beat up his wife in front of their two minor children inside their car while at a traffic stop along Middle Road in Garapan Tuesday night, police said.

Edward Robert, 41, was arrested for assault and battery. A $1,000 cash bail was imposed for his temporary liberty.

Detective Andrea C. Ozawa stated in her report filed in Superior Court yesterday that a caller informed police at 10:28pm that he witnessed a man beating up a woman inside a car along 2 W Highway.

Ozawa said Police Officer Catherine Pangelinan responded and saw Robert’s car, its front doors open, parked along 2 W Highway in front of the Commonwealth Health Center.

Pangelinan observed that the victim was being hugged by her 10-year-old daughter. Another child was in the back seat. The three were crying. Robert, who was also near the car, was arrested.

Ozawa said the witness stated that he was in another car when he saw the man, later identified as Robert, punch the victim while their car was at the traffic signal light near the Happy Market.

The witness said Robert leaned to the passenger side and hit the victim “like a punching bag.”

The 10-year-old girl told police that her parents were arguing about something. She said her mother wanted to get out of the car, but her father pulled her into the vehicle.

When her mother did not listen, Robert allegedly punched and slapped her mother’s head.
