Estate administrator threatens to block portion of Middle Road
An estate administrator yesterday threatened he would block Middle Road in front of Saipan Ice Water Co. in Lower Base that belongs to their property and was taken by the government for public use.
“I am fed up,” Enrique Seman, administrator for the estate of Rita Rogolofoi, told the Saipan Tribune yesterday.
Seman said he would close the road by next week to show the government and the Superior Court that “I mean business.”
“I’m not scared anymore. I’ve given them enough time,” said the administrator, who questioned why the Superior Court has not ruled on his motion for summary judgment to resolve “a simple issue.” He said he has been waiting six months now.
Seman explained that about over 1,000 square meters of their 4.4 hectares were used by the government for the road.
He said for over 50 years now, his relatives have been fighting to get compensation for the taking of part of their property.
The administrator said since 2001 he has been trying to negotiate with the Marianas Public Lands Authority, thinking that MPLA would settle.
Instead MPLA claimed that the government owns the land and sued them last year, Seman said.
He said he talked with the Fitial administration, but was informed that the matter is under litigation.
Seman said blocking the road is the only way for the government to listen to them.
