Drive vs solicitation nets female worker
Koban police arrested a woman Sunday night in line with Gov. Benigno R. Fitial’s directive to go after people engaged in aggressive customer solicitation in Garapan.
Miao Miao Xiong, an employee of Asahi Massage, was detained at the Department of Corrections for violating the loitering law and Fitial’s directive, according to Department of Public Safety spokesman Ken Concepcion yesterday.
Concepcion said that on Sunday at 9:11pm, Koban police were on foot patrol around western Garapan when they saw the staff of Asahi Massage calling out to four Japanese men.
One of the employees, later identified as Xiong, allegedly grabbed one Japanese man and led him to the stairs to the second floor of a building where Asahi Massage is located.
Xiong called the three other men and asked them to follow.
Concepcion said Koban police informed the massage employee to call her employer and bring her entry permit to the Koban police station.
At the Koban, Concepcion said, police explained to the employer that Xiong had not only violated the loitering law but also violated Fitial’s directive that prohibited solicitation of customers outside establishments effective March 16, 2006.
In a March 13, 2006 letter, Fitial asked Garapan business owners or operators to stop their practice of placing young women in skimpy dresses outside nightclubs, strip-tease bars and massage parlors.
The governor said this practice, aimed at actively soliciting male customers to enter the establishments, often crosses the line of harassment.
In other police news, a motorist who was involved in a traffic crash in Kagman area Sunday night was allegedly found in possession of marijuana.
Concepcion said Kenally D. Sebangiol was arrested for illegal possession of a controlled substance and for driving while under the influence of alcohol and reckless driving.
Sebangiol admitted to police that he bought the marijuana to smoke it, Concepcion said.
