‘Low morale’ prompts CPA lawyer to quit
The staff attorney of the Commonwealth Ports Authority has quit because of an apparent clash with the CPA board of directors.
Jose A. Bermudes filed his resignation on Monday, April 7, 2008, after just a little over a year of working at the ports authority.
His resignation will turn into effect on Saturday, April 12, 2008.
“I leave CPA with a heavy heart because I know the managers and all the employees are trying their best to cope and adapt to whatever comes their way. However, it is quite clear to me that the morale has spiraled to its lowest and employees are really unhappy,” Bermudes said in his resignation letter addressed to all of the board members.
He also offered this advice to the CPA board: “For whatever it is worth, the Board must assess the morale problem and return the once cooperative team spirit at CPA. The finger pointing and the blame game advance nothing in the work place. And though every employee is not always perfect, no one deserves to be humiliated in public or among colleagues.”
Bermudes is not the first key official to leave CPA this year.
Stanley C. Torres Jr., the former acting executive director and fire chief at CPA, stepped down in January following public disagreements with the CPA board, in particular chairman Rex Palacios.
Torres served CPA for 15 years, including 10 months as acting executive director. As chief of CPA’s aircraft rescue and firefighting division, Torres was instrumental in the establishment of the Pacific Region ARFF Training Center. The facility has trained and certified numerous fire personnel from all over Micronesia.
