Emergency proposals out for repair of two power engines

The Commonwealth Utilities Corp. has started seeking proposals from companies interested in repairing two of the power generators at Power Plant 1 in Lower Base that were left undone by a previous contractor.

CUC executive director Antonio Muna told Saipan Tribune yesterday that they issued the emergency Request for Proposals on Wednesday for the overhaul work on power engines No. 5 and 7.

“That’s already in play [emergency RFP] and we hope to have a response for the next 15 days and get somebody back working with the engines,” Muna said.

The costs of the overhaul work, the executive director said, will be known after the submission of the interested companies’ proposals.

The two engines are large engines.

“We’re looking at potentially getting 22 megawatts from those engines when the overhaul gets done. They’re rated at 13 megawatts each,” Muna said.

He said that since terminating the contract of the previous contractor—Guam-based DCM Group—CUC needs to obtain a replacement.

CUC terminated in July 2008 the $5.1 million deal with DCM after the company failed to repair the generators within the time allotted, as required by the contract.

CUC claimed it has already paid DCM over $400,000.

Meanwhile, CUC officials had a meeting with Gov. Benigno Fitial, some Cabinet members, and lawmakers yesterday regarding the $1.5 million needed to pay Aggreko International that day.

Press secretary Charles Reyes Jr. said the outcome of the meeting turned out to be positive.

CUC hired Aggreko to provide up to 15 megawatts of emergency power to Saipan. The company won’t bring the rental generators to the island until the utility agency makes a down payment of $1.5 million.
