House approves Youth Congress reorganization

The House of Representatives has unanimously passed a bill that would reorganize the composition of the CNMI Youth Congress.

With a 15-0 vote, House Bill 16-44 will go the Senate. Rep. Ralph Torres introduced the legislation as recommended by the Youth Congress.

Before voting “yes” for the passage during Wednesday’s session, Rep. Christina Sablan asked whether the reorganization would incur additional costs for the government. Rep. Ralph Torres replied he does not see any.

Torres said the low turnout of voters requires this reorganization.

The bill proposes to move the election date of the Youth Congress in order to allow ample time for student registration and other necessities.

The legislation proposes to have one senator instead of three at precinct 1; one senator for precinct 2; one senator instead of three for precinct 3; one senator for precinct 4; one senator for precinct 5; and one senator each for Tinian and Rota.

With respect to school representation, the bill proposes that each private and public high school with a student population of 20 or more and want to participate shall have one senator.

Each participating private and public high school with more than 300 students shall have one additional senator for every 300 students over 300.

The bill also proposes to have one senator instead of three for NMC.

The legislation mandates a general election for the Youth Congress on the third Monday of October instead of September each year.
