Fitial declares September as Disaster Preparedness Month
Gov. Benigno R. Fitial signed a proclamation declaring September as Disaster Preparedness Month in a formal ceremony yesterday at the Multi-Purpose Center.
Fitial thanked the Emergency Management Office led by acting Director Mark Pangelinan for the “tremendous job” they have done in educating the public about disaster preparedness issues.
“While they cannot be prevented, the effects of disasters can be mitigated through well-organized public education, risk assessment and proper planning. This is the goal of CNMI Disaster Preparedness Month,” Fitial said.
He urged the people to take advantage of the opportunities provided during the month to become aware and better prepared for any natural or man-made disaster that may strike.
Weekly activities are divided into four different areas—Business Preparedness Week, Multi-Cultural Week, PSS School Week and Family Planning Week.
EMO adviser Dr. Ken Shankweiler , who read the proclamation before it was signed by the governor, explained that it is the duty of the government to educate all sectors of the community, including business, people of all nationalities, students, youth, educators and family members.
He said they want the business community to be involved this time because in the past government agencies were the only ones doing the effort.
The proclamation stated that for a long time, the CNMI has been ravaged by natural and man- made disasters and exposed to risks. These disasters or risks include typhoons, earthquakes, wildfires, drought, volcanic eruptions, hazardous material incidents, and ongoing threats of terrorism.
“These types of disasters have caused tragic loss of lives, injury and millions of dollars in damage and economic loss.”
Just as other parts of the world are affected by calamities of huge proportions, Fitial noted that the CNMI has been particularly vulnerable to the devastation of typhoons and floods.
He said that, while the CNMI government supports safety and security for individuals with special needs, it is the policy of the executive departments and agencies to consider the following:
the unique needs of employees with special needs and individuals with special needs served by the agency
the consideration of the unique needs of employees and individuals with special needs in emergency preparedness planning; and
the facilitation of cooperation in the implementation of emergency preparedness plans as they relate to individuals with special needs.
