CUC hires deputy director

The Commonwealth Utilities Corp. has hired Wallon Young, a former employee of American Samoa Power Authority, to oversee the rehabilitation of Saipan’s main power plant.

As deputy director for Utilities Systems Rehabilitation, Young will earn $156,000 to $180,000 per year. His contract is for two years.

“He’s going to be a good acquisition,” said CUC executive director Antonio Muña.

Muña said CUC intends to issue the contract and bring Young on board no later than the second week of January. Meanwhile, CUC has been collaborating with Young, especially regarding CUC’s maintenance plan for Saipan’s Power Plant 1.

“So by the time he gets here we’re going to hit the ground running,” Muña added.

According to the job announcement, some of the duties required of the position include: assessing and evaluating the operating and non-operating plant; improving data collection; preparing an overhaul and maintenance schedule; training and leading staff on schedules; improving skill and knowledge sets of CUC staff; and providing guidance and support in expediting the procurement of parts for power generation.

Young also will help with utility activities on Rota and Tinian as needed.

Off-island media have reported that CUC hired Young, as part of Quantum Pacific, in January 2007 to develop short-, medium- and long-terms goals to the power problems. Top officials of Quantum Pacific are all former employees of the American Samoa Power Authority. The $250,000 contract was initially for three months, according to reports that quoted company official Gerhard Sword.
