Alien boat crews and connecting flight passengers
A:[/B] No entry permit is required provided that the alien crew member is sponsored by a marine or airways transportation company qualified to do business in the Commonwealth and a latter identifying the crew member and itinerary has been submitted to the Director. According to the CNMI Immigration Rules and Regulations, exclusion provisions and limitations on length of stay and movement of the alien crew may be applied.
The Regulations state that an alien who is serving as crew in any capacity required for normal operation and service on board a vessel (other than a fishing boat having its home or an operating base in the CNMI) or aircraft, who intends to land temporarily and solely in pursuant of the calling as a crew and to depart from the CNMI with the vessel or aircraft on which he arrived, may remain in the CNMI until the time of scheduled departure.

[B]Q: Are aliens in a continuous connecting plane flight allowed outside the Saipan airport while waiting for their flight schedule?A:[/B] The Regulations state that an alien in immediate and continuous transit through the Commonwealth may remain in the CNMI for as long as is required to meet a connecting flight. An alien in continuous transit may not be allowed outside of the airport facility while waiting for the connecting flight.

[B]Q: How many days are alien cultural performers allowed to stay in the CNMI?A:[/B] An alien who seeks to enter the CNMI for a period of less than 21 days for employment in artistic, cultural, educational, or scientific presentations, performances, professional sports events, or professional studies may be issued an entry permit for up to 21 days.
According to the Regulations, extensions for an additional 10 days may be granted at the discretion of the Immigration Director.
