Boy, 9, calls police as drunk parents argue

A 9-year-old boy finally had it with his parents being repeatedly drunk and arguing, calling the police to their residence in Koblerville Tuesday night.

Faustino Ponciano Litulumar, 22, and Gina Somorang Bhagchandani, 37, were arrested for child neglect. Bail was set at $2,250 cash each. Preliminary hearing will be on July 12 at 1:30pm.

Detective Catherine B. Pangelinan stated in her report that a boy called the Department of Public Safety on Tuesday at 10:06pm to report that his parents were arguing.

It was the third call that night relating to the same incident. The prior calls were classified as disturbing the peace and later disregarded by a responding police officer.

Pangelinan said that when the officers who responded to the third call arrived at the house, a neighbor pointed the officers to a car parked in a nearby basketball court.

The officers came upon Bhagchandani, who was sitting in the rear passenger seat with her child and the 9-year-old boy who called the police. One officer saw several empty beer cans scattered on the concrete slab around the vehicle.

When the officer asked what happened, Bhagchandani, who admitted consuming eight cans of beer, stated that she had an argument with her boyfriend, Litulumar. Bhagchandani said she and Litulumar started drinking since that afternoon after she picked up her food stamp.

The officer proceeded to the house where he asked Litulumar to come out. The officer noticed more empty beer cans and Soju bottles all over the floor of the house.

Litulumar at first threatened to hang himself if the officer doesn’t leave the house. He later came out, but couldn’t stand straight without holding on to something to keep his balance.

The officer learned that Bhagchandani, Litulumar, and his mother were all under the influence of alcohol.

The officer noted that there were children in the area that were unattended and neglected because both parents were drunk.

The parents repeatedly argued, prompting the neighbor as well as their own 9-year-old son to call 911 for police assistance.

After the couple were arrested, the two children ages 9 and 3 were released to the Division of Youth Services.
